The Elysian Shores Supportive Housing initiative represents a veteran-founded solution to the dual challenges of urban homelessness and vacant commercial real estate in San Diego. The core mission is to transform a distressed, approximately 250,000-square-foot downtown office tower into 200 units of dignified, permanent supportive housing (PSH) specifically designated for unhoused veterans and families.
The operational model is distinctively comprehensive. The plan encompasses three full floors dedicated solely to integrated supportive services, which include mental health care, recovery programs, and job training. This vertical integration of housing and necessary social support services under one roof differentiates the project and addresses the complex needs of residents with trauma-informed design principles. Crucially, the organization is structured to operate independently of traditional, volatile HUD vouchers, relying instead on a robust structure fueled by philanthropic capital, impact investment, and long-term funding streams like CalAIM.
