Noble Woods III, MBA is the founder and Executive Director of Elysian Shores Supportive Housing. A U.S. Marine Corps veteran of Desert Shield/Desert Storm, Noble brings a career defined by building organizations from the ground up. As founder of Eve Pacific Media and NobleCo, he developed expertise in business operations, digital strategy, and AI-driven automation. He now channels that same relentless, resourceful approach into solving California's housing crisis: assembling institutional partnerships, structuring capital, and driving a dual-track acquisition strategy that converts distressed properties into permanent supportive housing. Noble leads with the conviction that every building, like every person, deserves a second chance.
 

Director, Real Estate Acquisition & Vetting

Kemberle Taylor brings strong expertise in urban planning, housing development, and public policy to her role on the board. With experience shaping and evaluating housing- and community-development projects, she is well positioned to underwrite potential property acquisitions and vet feasibility for conversion into permanent supportive housing. Kemberle holds a degree in urban planning and has worked across public and private sectors to advance affordable housing and adaptive-reuse initiatives. Her analytical skills and mission-driven focus make her a key contributor to our work at Elysian Shores Supportive Housing.

Director, Governance & Community Relations

Raul Randle, DBA, MOS, MBA is a scholar and leader dedicated to education and service. An associate professor and former U.S. Navy Warrant Officer, he teaches business at multiple institutions and has served in leadership roles such as former President of Phi Beta Sigma Fraternity. Dr. Randle combines his academic background and military leadership to ensure strong governance and community engagement. In his volunteer role, he focuses on inclusive decision-making and building partnerships with stakeholders, channeling his passion for mentorship and community uplift into the project’s mission.
 

Director, Finance & Operations

Mandy F. Woods, MBA is the Chief Operating Officer at Objective Investment Banking & Valuation, where she oversees firmwide operations, financial management, HR, IT, marketing, and administrative strategy. She brings more than twenty-five years of experience supporting C-suite executives and boards across life sciences, healthcare, legal, and technology organizations, including Ansun Biopharma, Palomar Health, Ignyta, Morrison & Foerster, and others.

Mandy holds an MBA in Organizational Leadership and a BS in Business Administration from The University of Arizona and is EOS Integrator Masterclass Certified.

Strategic Advisor

Enoch Kariuki, PharmD, MBA is a seasoned biotech executive and investor that serves on our Advisory Board. He has led finance and strategy for leading life sciences companies: most recently as Chief Financial Officer of VelosBio (acquired by Merck for $2.75B) and as Senior Vice President of Corporate Development at Synthorx, guiding its IPO and sale to Sanofi. With an MBA from Dartmouth’s Tuck School and a PharmD, Dr. Kariuki brings deep expertise in healthcare strategy, investment banking and venture capital. His experience in building and financing high-growth biotech companies makes him a valued advisor on scientific development and investment strategy.
