Leads vision and execution for the 200-unit adaptive-reuse project, building the philanthropic-impact capital stack and forging service-provider partnerships to bring homes and healing to San Diego’s most vulnerable.
Mandy F. Woods, MBA – Secretary & Treasurer: Senior operational C-Suite leader with (25+ years) in the banking, healthcare and legal sectors. Responsible for fiscal oversight, internal controls, and the transparent stewardship of philanthropic capital, ensuring mission-aligned results and accountability.
Dr. Enoch Kariuki, PharmD, MBA – Strategic Advisor: Clinical science and finance leader with roles at UBS, H.I.G. Capital, CFO of VelosBio (acquired by Merck for $2.75B). Advises on capital-formation, investor relations, and impact measurement framework for Elysian Shores. Partners: EVE PACIFIC – Development & Design Partner | Objective IBV – Capital Advisory Partner.

Noble Woods III, MBA, is the founder and Executive Director of the project. A U.S. Marine Corps veteran with over two decades of business experience, he leads our vision and strategy. He is the CEO and Founder of Eve Pacific Media, specializing in AI-driven business automation and digital marketing. Mr. Woods brings entrepreneurial energy and a track record of building businesses; his background as a veteran and innovator inspires confidence in the team’s ability to execute.
Dr. Raul Randle
DBA, MOS, MBA – Director, Governance & Community Relations
Dr. Raul Randle is a scholar and leader dedicated to education and service. An associate professor and former U.S. Navy Warrant Officer, he teaches business at multiple institutions and has served in leadership roles such as former President of Phi Beta Sigma Fraternity. Dr. Randle combines his academic background and military leadership to ensure strong governance and community engagement. In his volunteer role, he focuses on inclusive decision-making and building partnerships with stakeholders, channeling his passion for mentorship and community uplift into the project’s mission.

MBA – Director, Finance & Operations
Mandy F. Woods is an accomplished finance and operations executive. She serves as Chief Operating Officer at an investment banking firm, where she oversees finance, human resources, and operations with over 25 years of experience in life sciences, healthcare, and legal industries. Ms. Woods holds an MBA in Organizational Leadership from the University of Arizona and is skilled at streamlining complex organizations. In her volunteer role, she applies this expertise to manage the project’s budget and operations, bringing strategic rigor and integrity to our financial planning and organizational efficiency.
Dr. Enoch Kariuki
PharmD
Dr. Enoch Kariuki is a seasoned biotech executive and investor on our Advisory Board. He has led finance and strategy for leading life sciences companies: most recently as Chief Financial Officer of VelosBio (acquired by Merck for $2.75 billion) and as Senior Vice President of Corporate Development at Synthorx, guiding its IPO and sale to Sanofi. With an MBA from Dartmouth’s Tuck School and a PharmD, Dr. Kariuki brings deep expertise in healthcare strategy, investment banking and venture capital. His experience in building and financing high-growth biotech companies makes him a valued advisor on scientific development and investment strategy.
