The Mission
Elysian Shores is a veteran-founded nonprofit transforming a distressed downtown San Diego office tower into dignified, service-integrated supportive housing for more than 200 residents. We restore stability, dignity, and community by converting unused space into homes of hope.
Our Vision
We believe in housing that heals. Each resident will have a private, trauma-informed home supported by three floors of integrated services, including mental health care, recovery programs, and job training. This model revives both lives and the urban core.
Why This Matters
San Diego faces severe homelessness, including hundreds of unhoused veterans. At the same time, downtown office towers sit half empty, selling at record discounts. This rare convergence creates a unique moment to deliver real, lasting change.

A Window of Opportunity to Rebuild Lives and Downtown
San Diego faces an acute need for supportive housing. In 2025, about 372 homeless veterans and nearly 6,000 unhoused individuals were counted. Meanwhile, downtown office vacancy is now at record highs, with towers selling at distressed prices. Our initiative leverages this rare alignment of social need and market opening.
The Elysian Shores project is time lined to move quickly targeting a high-impact conversion while opportunity and urgency converge. We’re creating more than shelter: we’re providing a chance for genuine renewal for people and the city core.
By combining philanthropic leadership, CalAIM services, and tenant benefits, this project is set to achieve full 200-unit occupancy by 2028/2029, offering a proven path to sustainable, scalable impact.
